General Description:

The Data Analyst/Programmer will play a Technical Lead role in the collection and analysis of data for large-scale automated report generation projects. Master’s Degree with 3 or more years experience required, including extensive experience with data analysis, data handling, and computer programming. Finding the Right Information at the Right Time

While the Internet provides valuable and vast resources to researchers everywhere, it also presents a challenge to information providers. The need to select, evaluate, and disseminate the right information in a timely manner is paramount. MITRE relies on its Center for Information and Technology—including Information Analyst Susan Gogos—to provide an array of resources to meet this challenge.

Gogos is responsible for compiling information and publishing the Homeland Security Newsletter (HSN). The HSN is a daily online newsletter designed to keep MITRE staff throughout the organization informed of daily events in the homeland security industry and government arenas. Primarily an internal newsletter accessible through the corporate intranet, it focuses on issues related to MITRE's work program.

Gogos came to MITRE three years ago, after spending several years working in the restaurant industry, including a couple of years as a pastry chef. Ready for a career change, she completed her Master's in Information Science at the University of Maryland in 2000 and put her new skills to work at MITRE shortly thereafter. "My work is really a combination of searching online journals, scanning newspapers, and using Google News to get the news nuggets—those items that are not reported in the major newspapers, like state and local issues and product press releases," she explains. "I scan several newspapers daily—The Washington Post, The New York Times, and The Los Angeles Times, as well as government-oriented sources such as Government Executive, Government News, Federal Computer News and Washington Technology. I also review a number of Web sites, including those of the White House, Department of Homeland Security, Federal Emergency Management Administration, Transportation Security Administration, and U.S. Customs and Border Protection."

Not surprisingly, producing an electronic newsletter requires many traditional library skills such as asking the right questions, knowing where to obtain the appropriate information, and determining the credibility of the source. Plus, working online provides access to a wealth of information and speedy searching. However, sifting through the vast amount of electronic information and evaluating the reliability of the information can be challenging.

"A big part of producing a newsletter is having a clear understanding of the topic and what our staff needs to know to keep up-to-date on it," continues Gogos. "Information Services works hard to provide information of value to all MITRE staff," she says. "I really enjoy the act of gathering information and presenting it in a meaningful way to people who can then use it to better help our sponsors. Plus, in my three years at MITRE most of my work has focused on providing information related to safer air travel and homeland security—it's a good feeling to know I'm helping in those efforts."

When asked what is the most challenging aspect of publishing the HSN, Gogos is quick to answer. "Finding the time to review and summarize all the different sources of homeland security information," she says. "Luckily, I'm able to use a formatting software originally created by MITRE. The engineers adapted it to fit the needs of the newsletter; it streamlines the online publishing process by automatically forming a pdf file."

Duties will include using existing databases to populate portions of the scheduling system, establishing, relationships with other databases, and migration of data. This position requires significant coordination to arrange visits, as well as developing, tracking, and reporting metrics related to these visits. This position may also involve collateral duties, to include administrative support to senior management. The successful candidate will have experience coordinating the movement/deployment of teams and small organizations to nationwide locations in order to conduct assessments and assist visits. Candidate should be capable of building, populating, and maintaining a scheduling database that tracks activities from identifying the need for a visit through completion of trip and technical reports. A minimum of 5 years of experience is required. Candidates must be proficient with Microsoft Office applications, to include Access and Project; familiarity with web-based applications is highly desired. Knowledge of the federal government, particularly the Department of Homeland Security, and experience with scheduling technical assist visits and/or inspection teams and a current active SECRET clearance are pluses.

Homeland Security Awards $7.4 Million to The CNA Corporation to Develop U.S. Preparedness Measures

Project will assess nation's readiness and help sharpen capacity to configure resources to best prepare U.S. for a terrorist related emergency


ALEXANDRIA, VA – The Department of Homeland Security’s Office of Domestic Preparedness has awarded The CNA Corporation (CNAC) a contract of up to $7.4 million over three years to develop performance metrics – and to assess levels of preparedness in the United States.

CNAC will support the Department of Homeland Security’s Office of Domestic Preparedness in their efforts to establish readiness measures for the nation.

"We bring to this task over 60 years of experience developing preparedness assessment systems for the U.S. military; and more recently, we have applied our skills to similar problems in the domestic security arena," said CNAC President Robert J. Murray.

"This particular project is an extension of some of our work in the homeland security arena, including our evaluation of TOPOFF-2, the nation’s largest and most important terrorism exercise to date," added Murray.

The project will establish a baseline for emergency preparedness metrics and goals. The result will be a set of measures based on readiness standards that allow the U.S. to assess any jurisdiction’s preparedness and to provide continual guidance on process improvement.

Stephen Rickman, former Director of Readiness in the White House Office of Homeland Security will direct the project for CNAC. "This project will ensure that the nation is investing in the right areas and that we are able to effectively measure the impact of those investments. This information is essential to Congress, other elected officials and to our first responders," said Rickman.

The CNA Corporation, a non-profit institution has, for more than half a century, conducted high-level, in-depth research and analysis of complex scientific, operational, and policy challenges on issues of domestic security, community safety, transportation, education, health care, human resources and national defense for decision-makers at all levels of government.

Privacy hysteria winning PR war over database security technology 

A so far unrequieted email solicitation for coverage. Have big media bloggers missed this story?

Indeed, apparently.

Glenn Reynolds:

Wonder where you stand on the privacy vs security issue of the Dept of Homeland Security's attempts at setting up intelligence databases. The privacy advocates seem to be running away with the media campaign. You posted about the attempt to screen emails, but these other programs are narrower and held lot of promise. Could you post something about these sometime?
In "The 'Privacy' Jihad" the Wall Street Journal describes the new database information-sharing antiterrorism tools as being on the chopping block because of privacy issues arising from "data mining": The "Privacy" Jihad

"The 9/11 Commission hearings have focused public attention again on the intelligence failures leading up to the September attacks. Yet since 9/11, virtually every proposal to use intelligence more effectively--to connect the dots--has been shot down by left- and right-wing libertarians as an assault on "privacy." The consequence has been devastating: Just when the country should be unleashing its technological ingenuity to defend against future attacks, scientists stand irresolute, cowed into inaction."

"TIA would have been the most advanced application yet of "data mining," a young technology which attempts to make sense of the explosion of data in government, scientific and commercial databases. Through complex algorithms, the technique can extract patterns or anomalies in data collections that a human analyst could not possibly discern. Public health authorities have mined medical data to spot the outbreak of infectious disease, and credit-card companies have found fraudulent credit-card purchases with the method, among other applications."

"But the national-security carnage was just beginning. Next on the block: a biometric camera to protect embassies and other critical government buildings from terrorist attack; and an artificial intelligence program to help battlefield commanders analyze engagements with the enemy. In the summer of 2003, New York Times columnists Maureen Dowd and Mr. Safire sneered at the programs, portraying them as--once again--the personal toys of the evil Mr. Poindexter to invade the privacy of innocent Americans. The Dowd-Safire depictions of the projects were fantastically inaccurate; but Pentagon researchers, already reeling from the public-relations disaster of TIA, cancelled both projects without a fight. Special forces leaders in Afghanistan and embassies in terror-sponsoring states will just have to make do."

And it's not just the Total Information Awareness (TIA) that was bagged. Capps 2, for airling passenger security, as well as Matrix, for felons.

"Capps II seeks to verify that an airline passenger is who he says he is and has no terrorist ties. To that end, the program would ask passengers to supply their name, address, phone number and date of birth upon purchasing a plane ticket. A commercial databank would cross-check those four identifiers against its own files to see if they match up. Next, Capps II would run the passenger's name through antiterror intelligence files. Depending on the results of both checks, the system would assign a risk score to air travelers--acceptable, unknown or unacceptable."

"Also under a death sentence: a state-run law enforcement program called "Multistate Anti-Terrorism Information Exchange."Known as Matrix, it allows police officers to search multiple law-enforcement databases and public records in the blink of an eye after a crime has been committed. It uses only information that law enforcement can already routinely access: its own records on suspects, convicts and sexual offenders, as well as publicly available data from county courthouses, telephone directories and business filings. Strong protections against abuse are built into the system."
